President Museveni Rallies Ugandans to Embrace Wealth Creation as NRM’s ‘Third Revolution’

Museveni announced plans to expand government funding to support various groups, including religious and cultural leaders, fishermen, and unemployed university graduates.

President Yoweri Kaguta Museveni has urged Ugandans to embrace wealth creation at the household level as a key pillar of national transformation, describing it as the “third contribution” of the National Resistance Movement (NRM) government after peace and infrastructure development.

The President made the remarks on Wednesday during his first rally in the Bukedi sub-region, held at Kameke Primary School grounds in Pallisa District, as he continued his nationwide mobilization tours.

Museveni told the cheering crowd that Uganda’s peace and unity today stem from the institutions established by the NRM government, including a strong army, police, and intelligence services, which have ensured stability across the country.

“We brought peace because of the institutions we created — a party that unites the whole country and national organs that maintain security. That is our first contribution,” the President said.

He added that the second major contribution of the NRM has been the development of national infrastructure such as roads, electricity, water systems, and communication networks.

Citing Pallisa as an example, Museveni said government had redirected major transport routes that used to pass through Tororo and Mbale to serve Ugandans more efficiently. He emphasized that the Ministry of Works and district leaders must ensure that feeder roads are regularly maintained.

“Each district has road equipment. The LC5s, councillors, and engineers must ensure the roads are done properly. We cannot have roads that turn into swimming pools when it rains,” he said, drawing laughter from the crowd.

The President also commended local leaders for progress made in providing clean water and improving education and health services in Pallisa. He noted that 96 percent of villages in the district now have access to clean water, while government primary and secondary schools continue to expand in line with the NRM policy of one school per parish and one secondary school per sub-county.

Turning to what he called the “third contribution” of his government, Museveni emphasized the importance of wealth creation at the household level. He said programs such as NAADS, Operation Wealth Creation, the Women and Youth Funds, and the Parish Development Model (PDM) were designed to help families move out of poverty.

“Development is for everyone, but wealth is personal. Each family must use the programs we have provided to create income,” Museveni said.

He shared success stories of farmers like Ijala from Serere District, who started with 2.5 acres of land and now earns over 6 million shillings a day from poultry and dairy farming.

“If you are a university graduate and you have not got a job for two years, we shall have a fund for you. We are going to continue dealing with the issue of wealth,” he said.

The President further highlighted job creation as the “fourth contribution” of the NRM government, explaining that true employment growth comes from productive sectors like commercial agriculture and manufacturing, not just government offices.

“Government jobs are only about 480,000, yet our population is nearing 50 million. Jobs must come from wealth creation, from farms, factories, and enterprises,” he said.

Museveni reaffirmed the NRM’s four of the seven key pillars: peace and security, infrastructure development, wealth creation, and jobs, urging Ugandans to focus on practical work that improves their livelihoods.

“The wealth of one person can create jobs for many. That is how we shall build a prosperous Uganda,” he said.
