The High Court has nullified the election of Luyimbazi Elias Nalukoola as the Member of Parliament for Kawempe Division North, Kampala.
In a ruling delivered by Justice Bernard Namanya, the court declared the seat vacant and directed the Electoral Commission to organize a fresh election for the constituency.
“The Electoral Commission is ordered to conduct a fresh election for the Directly Elected Member of Parliament for Kawempe Division North constituency in Kampala District,” Justice Namanya ruled, adding that each party would bear its own legal costs.
The decision follows a petition filed by the National Resistance Movement (NRM) and its candidate, Hon. Nambi Faridah Kigonogo. The petition accused the Electoral Commission of failing to return results from several polling stations, thereby disenfranchising thousands of voters.
It also cited widespread electoral malpractice, including voter bribery, illegal campaigning, and obstruction of voters and election officials—allegedly perpetrated by Nalukoola’s campaign team.
The March 2025 by-election, in which Nalukoola was declared the winner, was itself a rerun following the nullification of Muhammad Ssegirinya’s 2021 victory.
The race was marked by fierce political rivalry, heavy security presence, and accusations from the opposition National Unity Platform (NUP) which backed Nalukoola, that state agencies intimidated and assaulted its supporters.
With Nalukoola’s victory now set aside, the ruling sets the stage for another high-stakes contest in one of Kampala’s most politically volatile constituencies.
The Electoral Commission is expected to announce the roadmap for the fresh election in the coming days.
