Ssegujja Hassan, who was facing charges of forgery and conspiracy to commit a felony before the Buganda Road Chief Magistrates Court, has entered a plea bargain with the Office of the Director of Public Prosecutions (ODPP), pleading guilty to all three counts.

Under the terms of the plea agreement, Ssegujja was convicted and handed a sentence of either a fine of UGX 1.5 million per count or a two-year custodial sentence for each. He opted to pay the fines.

As part of the deal, Ssegujja agreed to become a state witness in the case against his co-accused, David Balondemu, a city lawyer and Chairperson of the Kampala City Land Board.

He confessed to aiding Balondemu in the forgery of medical documents that were intended to support a fraudulent bail application.

These documents were allegedly linked to a broader scheme in which Balondemu is accused of obtaining over UGX 2.2 billion from an American company through deceit and conspiracy to defraud.

In a further revelation, Ssegujja told the court that Balondemu defrauded him of Shs 10 million, claiming he would use the money to shield him from arrest and prosecution by the State House Anti-Corruption Unit (SH-ACU) and the ODPP.

Despite previously accusing investigators and prosecutors of corruption, Balondemu now finds himself under intense scrutiny, with evidence emerging that he has been leveraging false promises and invoking the names of state officials to perpetrate his alleged schemes.
