Four people, including three officials attached to the Kampala Capital City Authority (KCCA) Ministry Zonal Office and a land dealer, have been remanded to prison over allegations of conspiring to fraudulently acquire and transfer a half-acre plot of land in Munyonyo, Kampala.
The accused are Wasswa Charles Jude, a Principal Assistant Secretary, Agaba Ronah, a government valuer, Achom Esther, a data entry clerk and Kizito John, a land dealer.
They were on Thursday arraigned before the Anti-Corruption Court on charges of abuse of office, criminal conspiracy, forgery and fraudulent procurement of a certificate of title. They were remanded until October 29, 2026.
The prosecution alleges that the four conspired in 2024 to irregularly obtain a special certificate of title and facilitate the fraudulent transfer of land comprised in Kyadondo Block 255, Plot 532, in Munyonyo, measuring approximately 0.2020 hectares.
The land belongs to James Mulebeke, who has reportedly been its registered proprietor since 2011.
According to the Inspectorate of Government, which investigated the matter in collaboration with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions, investigations established that Kizito initiated the alleged fraudulent acquisition by providing documents to process a special certificate of title without the owner’s knowledge or consent.
Achom allegedly received the transaction documents and forwarded them to Wasswa, who reportedly facilitated their processing, although the documents had not been officially received at the KCCA Ministry Zonal Office.
The prosecution further alleges that the application for the special certificate of title was based on forged documents.
Wasswa is accused of using his position to influence Madinah Nabukeera, a registrar of titles at the zonal office, to issue the certificate without requiring the registered proprietor to appear for identification, claiming he knew the applicant.
Investigations also reportedly established that the land was subsequently transferred to Kizito without the registered owner appearing for identification and without verification of the authenticity of the national identity card and payment receipts for stamp duty and registration fees.
The prosecution further alleges that Agaba valued the land at Shs200 million, despite its prevailing market value reportedly exceeding Shs600 million.
Another government valuer, Jude Tadeo Mulindwa, is alleged to have processed the transaction without payment of the requisite stamp duty.
The Inspectorate of Government said the alleged actions prejudiced the interests of the rightful landowner.
Criminal summons have also been issued to Nabukeera Hamida and Mulindwa to answer questions relating to the transaction.
The accused are presumed innocent until proven guilty by a competent court.
