The Kabale District Chief Administrative Officer (CAO), Robert Mugabe, has directed technical staff to ensure that all government development projects are adequately monitored and verified before contractors are paid.
Mugabe made the remarks while addressing the Kabale District Technical Planning Committee to discuss key issues aimed at improving planning, accountability and service delivery during the 2026/2027 Financial Year.
He emphasized the need for strict supervision of government projects to ensure that public funds are used for their intended purpose and that taxpayers receive value for money.
The meeting also discussed the dissemination of the First Quarter budget allocations and releases for the 2026/2027 Financial Year to district departments and Lower Local Governments, as well as the presentation of First Quarter local revenue targets.
Other agenda items included highlights from the 2026/2027 Budget Execution Circular, the draft addendum to the Lower Local Government Performance Assessment Manual and the 2025/2026 Lower Local Government Assessment Roadmap.
The committee is also expected to form assessment teams to conduct mock assessments for both Higher Local Governments and Lower Local Governments.
Mugabe further revealed that Kabale District is among the first government entities selected to implement the Electronic Government Procurement (e-GP) system, which is expected to enhance transparency, accountability and efficiency in public procurement.
Mugabe cautioned staff against the misuse of government assets, particularly official vehicles, stressing that all government fleet movements must be authorized by the District Transport Officer.
On staffing, Mugabe reaffirmed the district’s commitment to implementing the approved recruitment plan for the current financial year.
He also disclosed that Kabale District currently has no salary or pension arrears.
