Kabale District Local Government has honoured the late Christopher Mulenga, a former councillor for Northern Division in Kabale Municipality, describing him as a dedicated public servant who contributed to local governance, peace-building and community welfare.
The tribute was made during a special council sitting on September 1, 2026, where councillors passed a motion for a special eulogy and condolence in recognition of Mulenga’s service to the district.
The sitting was chaired by District Speaker Flavia Kanagizi Nyinakiiza.
The motion was moved by Kabale District Vice Chairperson and Southern Division LCV Woman Councillor Hellen Prima Kemaanzi, who highlighted Mulenga’s service as an elected councillor and former National Resistance Movement (NRM) chief whip in the district council.
Kemaanzi said Mulenga represented the interests of residents of Northern Division and actively participated in policy discussions, oversight and decision-making during his tenure.
Mulenga served as a district councillor until the 2020/21 electoral period and was also remembered for promoting political dialogue, reconciliation and peaceful engagement among leaders and communities.
Beyond politics, Kemaanzi said Mulenga contributed to the welfare of vulnerable people by supporting needy children with school fees and helping patients who could not afford medical expenses.
She also credited him with contributing to local economic development through investments in dairy farming, tourism and hospitality, as well as beverage distribution businesses that created employment opportunities.
The council observed a minute of silence in his honour and extended condolences to his family, friends, former colleagues and residents of Northern Division.
Tom Kazemera, the current LC5 councillor representing Northern Division, described Mulenga as a committed public servant who served with responsibility and actively participated in council discussions and decisions concerning the development and welfare of Kabale residents.
Kazemera said Mulenga effectively represented the concerns and aspirations of Northern Division, adding that he demonstrated that leadership was about service rather than merely holding a political position.

District Speaker Flavia Kanagizi Nyinakiiza described Mulenga as a peacemaker who played a key role in resolving conflicts and promoting unity among councillors.
Kanagizi said Mulenga often intervened when disagreements or tensions arose in the council, describing him as a “fire extinguisher” who helped calm disputes and restore harmony.
She said he encouraged councillors to openly discuss their grievances and find solutions before returning to council meetings.
Kanagizi also recalled Mulenga’s generosity, saying he occasionally provided refreshments for colleagues during meetings and other gatherings, although his main concern was maintaining a peaceful and united council.
She described him as a disciplined and well-groomed leader who maintained a smart appearance whenever he attended council sessions.
Kanagizi also remembered Mulenga as a committed Christian who supported church activities, including youth conventions and other gatherings.
She recalled an occasion when Mulenga noticed that she was troubled and offered her counsel, saying his intervention helped her regain her composure.
Kanagizi further praised Mulenga for his service as chairperson of the council’s Finance Committee, describing him as energetic, committed and willing to help bridge financial gaps when necessary.
She said Mulenga’s approach to leadership was different from that of people who seek personal benefit from limited public resources, adding that he lived a meaningful life through his service to the community and church.
Kanagizi urged councillors and residents to emulate the values Mulenga demonstrated during his lifetime.
