Kabale District Council has unanimously approved nominees to key statutory bodies, including the Local Government Public Accounts Committee (LGPAC), District Land Board and District Service Commission.
The approvals followed a presentation of the nominees by Kabale District LCV Chairman Denis Nzeirwe Ndyomugyenyi during a council sitting held at the District Rukiiko Hall today.
The council first constituted itself into a committee of the whole house to scrutinise the proposed names, with Ndyomugyenyi noting the urgency of the matter since the terms of the previous boards expired in February this year.
No sooner had Speaker Flavia Nyinakiiza Kanagizi taken her seat as chairperson of the committee than the female councillor for Katuna and Kibuga, Prize Arineitwe, moved a motion for the approval of all the proposed nominees.
Arineitwe said councillors had received the names in time, giving them an opportunity to scrutinise and assess the nominees before the council sitting.
She therefore proposed that all the names presented for the boards and commission be approved.
Her motion was unanimously seconded by the entire council, paving the way for approval of the nominees.
For the Local Government Public Accounts Committee, council approved Tayebwa Kenneth Mugogo, Jowelia Kakozya, Bigirwa Patrick, Jimmy Twinomugisha and Tumuheki Verah as members.
The committee is mandated under Section 92 of the Local Governments Act, Cap. 138, as amended, to examine audit reports and other financial matters of the local government, with the aim of strengthening accountability and prudent management of public resources.
The council also approved the proposed District Land Board, with Ndabamanya Ben Dauncan as chairperson and Orikiriza Sylivia, Mpambara Justsu, Counsel Muhangi Justus and Rwamuhanda Robert as members.
The District Land Board is established under Article 240 of the Constitution and Sections 57 and 58 of the Land Act, Cap. 236, as amended. It is responsible for key functions in the administration and management of land within the district.
Council further approved the nomination of Tugume Robinah for recommendation to the Public Service Commission for appointment as a member of the Kabale District Service Commission.
The District Service Commission, established under Section 55(1) of the Local Governments Act, is responsible for appointments, confirmation, promotion and disciplinary control of public officers in the district.
The unanimous approval clears the way for the district to operationalise the statutory bodies and strengthen oversight of public resources, land administration and human resource management.
Meanwhile, the Council also elected chairpersons for its three standing committees during the first council sitting for the 2026/27 financial year.
Gilbert Niwanganyira, the male councillor representing Butanda Sub-county, was elected Chairperson of the Production, Natural Resources and Works Committee after securing 19 votes.
Niwanganyira defeated his only rival, Collins Kahesi, the Male Workers’ Representative, who polled 16 votes.
In the Health, Education, Sports and Community-Based Services Committee, Joshua Musinguzi, the male councillor representing Kyanamira Sub-county, emerged victorious with 18 votes.
Musinguzi defeated three contestants—Edgar Atwogyeire, the District Male Youth Councillor, who received six votes; Naome Nabowa, the Female Councillor representing Central Division Women, who polled five votes; and Gerald Tumushabe, the male councillor representing Buhara Sub-county, who also secured six votes.
Meanwhile, Peace Rutarimara, the Female Councillor representing Kamuganguzi Sub-county, was elected Chairperson of the Finance, Planning and Administration Committee, defeating her counterpart, Nicholas Mucunguzi, the Male Councillor representing Kamuganguzi Sub-county.
The elections form part of the constitution of the District Council’s standing committees for the 2026/27 financial year.
