The Kisoro District LC5 Vice Chairperson, Alex Nambajimana has petitioned the Chief Administrative Officer over alleged irregularities in the recruitment of civil servants, in a move aimed at strengthening transparency and accountability in public service delivery.

In his petition dated 10th April 2026, Nambajimana raises concerns about what he describes as continued inconsistencies and suspected malpractice in the operations of the Kisoro District Service Commission (DSC).

The petition follows earlier correspondence dated March 2, 2026, and subsequent discussions involving district leaders on how to address public concerns surrounding recent recruitment processes.

Among the issues highlighted are alleged irregularities in the shortlisting of applicants during the first external advert, claims of deviation from advertised positions, and concerns about the inclusion of unadvertised jobs during interviews.

The Vice Chairperson also points to reports of favoritism and the alleged misuse of reserve lists, which he says may have disadvantaged qualified candidates.

According to the petition, a meeting held on March 4, 2026, discussed the availability of additional wage resources, prompting a proposal to recruit more staff from the reserve list. This proposal was later presented to the District Executive Committee (DEC), which approved additional positions.

However, Nambajimana alleges that the implementation deviated from the agreed framework.

He further notes that whistleblower reports suggest that some decisions may not have followed the resolutions of the DEC, raising concerns about adherence to established procedures.

The petition also questions the process leading to a subsequent job advertisement, which he says may not have involved adequate consultation.

Nambajimana has called for the temporary suspension of the recent recruitment advert to allow for a thorough review of the concerns raised.

He is also advocating for an independent investigation into the recruitment process to restore public confidence and ensure fairness.

The petition has been copied to key stakeholders, including the State House Anti-Corruption Unit, the Resident District Commissioner, district leadership, and political authorities in Kisoro.

District officials are yet to issue an official response to the concerns raised.
