The confrontation occurred during the launch of a mobilization drive on efficient and effective service delivery by the NRM government through the Parish Development Model-PDM and Emyooga programs. The event, organized by the Office of the Resident District Commissioner-RDC, was held at Kabale Municipal Stadium on Thursday.
The disagreement began when Naturinda condemned the increasing infighting among NRM leaders, accusing some of undermining party flag bearers, an act he said goes against the party’s rules and principles.
He urged politicians to always prepare for their exit once voted out of office, wondering why some leaders cling to politics as if they cannot live without it.
Naturinda further challenged his rival, Minister Bahati, to withdraw from the race and instead focus on supporting the official party flag bearers, arguing that such a move would promote unity and cohesion within the NRM.
He also claimed credit for lobbying, through his connection with the Chief of Defence Forces Gen. Muhoozi Kainerugaba, for the celebration of Tarehe Sita in the Kigezi region. Naturinda said the Uganda People’s Defence Forces-UPDF carry out several community projects in the region during those celebrations.

However, Minister Bahati, who was the chief guest at the event, dismissed Naturinda’s remarks. He argued that holding the NRM flag does not automatically guarantee election to Parliament. Bahati told voters in Ndorwa West that they still have a chance to elect an experienced representative in January, emphasizing that leadership is not a matter of trial and error.
He also refuted Naturinda’s claim of lobbying for Tarehe Sita celebrations in Kigezi, stating that the decision was made by the Cabinet, where he serves as a minister. Bahati added that the government has already invested over 24 billion shillings in Kabale District since the inception of the Parish Development Model.
