The Minister of State for General Duties, Henry Musasizi, on Wednesday afternoon presented the Draft Annual Budget Estimates of Revenue and Expenditure for the Financial Year 2026/27 before Parliament, outlining an ambitious roadmap aimed at accelerating Uganda’s economic transformation.
Presenting the budget, Musasizi revealed that the proposed financial plan is anchored on the theme: “Full Monetization of the Ugandan Economy through Commercial Agriculture, Industrialization, Expanding and Broadening Services, Digital Transformation and Market Access.” The approach is expected to unlock productivity across key sectors and enhance household incomes.
Minister Musasizi announced that the total projected budget stands at Shs. 84.29 trillion, signaling a significant commitment towards driving national development priorities.
Musasizi noted that the budget has been carefully aligned with the Fourth National Development Plan (NDPIV) and the Tenfold Growth Strategy, and will serve as the first to implement the next NRM Manifesto for the period 2026/27–2030/31.
He emphasized that government will prioritize strategic investments under the ATMS framework, focusing on Agro-Industrialization, Tourism Development, Mineral-Based Industrial Development, and Science, Technology and Innovation, including ICT and the Creative Arts industry.
Key expenditure areas include major infrastructure and development projects such as the Standard Gauge Railway, Meter Gauge Railway, Kampala–Jinja Expressway, construction and maintenance of critical roads, and expansion of electricity to support industrial parks.
The budget also provides for Uganda’s preparedness to host AFCON 2027, as well as salary enhancements for primary school teachers, arts teachers in secondary schools, and instructors in Business, Technical, and Vocational Education and Training (BTVET) institutions—moves expected to boost service delivery in the education sector.
To support financing of the budget, government has proposed tax policy measures worth Shs. 1.741 trillion.
Minister Musasizi confirmed that the official Budget Speech for the Financial Year 2026/27 will be delivered on Thursday, June 11, 2026.
