The Minister of Finance (General Duties), Henry Musasizi, has reaffirmed government’s commitment to eradicating poverty and transitioning Ugandan’s from subsistence farming to the money economy under the upcoming NRM Manifesto 2026–2031.

Speaking as the guest of honor at the Ordination of eight deacons from the Congregation of the Apostles of Jesus into the priesthood at Our Lady of Good Shepherd Rushoraza Cathedral Parish grounds in Kabale District on Saturday, Minister Musasizi said the next government term will prioritize transforming the 33 percent of Ugandan’s still engaged in subsistence livelihoods through initiatives such as the Parish Development Model (PDM) and other wealth creation programmes.

According to Musasizi, the NRM administration will channel resources into three key expenditure areas that include Security, essential Services including roads, health, education, electricity and other infrastructure, Poverty Alleviation and Wealth Creation.

He reiterated the President’s position that infrastructure development must take precedence because it benefits the wider population, including farmers, students and local leaders, while the creation of new administrative units often serves only a few individuals.

Minister Musasizi noted that the formation of new cities will only be considered after Uganda begins oil drilling and exportation, and even then, the government will prioritise funding service delivery over administrative expansion.

He expressed concern over the high cost of running government, which currently stands at Shs14 trillion annually, with Shs11.3 trillion spent on servicing debts, much of which arises from administrative expenditures. He said this trend necessitates a shift in focus towards improving service delivery rather than maintaining costly bureaucratic structures.

Musasizi also tasked newly ordained Catholic priests, most of whom have been posted to Kenya and Tanzania, to promote Uganda while carrying out their religious duties.

Out of the eight ordained priests, only one will serve in Uganda, while the remaining seven will be stationed in neighbouring countries. He encouraged them to publicise Uganda’s tourism potential and economic opportunities within their areas of service to attract support and investment into the country.
