The Ndorwa West County Member of Parliament, Eliab Naturinda Mporera, has called for the redesign of Katuna Border to address congestion caused by the increasing number of trucks using the Uganda-Rwanda international crossing point.

Speaking during plenary on Thursday, Naturinda said the current layout of the border was inadequate to accommodate the volume of traffic, affecting the smooth movement of goods between the two countries.

He asked the Ministry of East African Community Affairs, together with the Ministry of Trade, Industry and Cooperatives, to explain when plans to redesign the border would be implemented to ease congestion and improve the efficiency of cross-border trade.

Naturinda also called for the establishment of a secondary school in Kitoma Parish, Rubaya Sub-county, Kabale District, to improve access to education for learners in the area.

He said the absence of a secondary school in Rubaya Sub-county forces learners to travel more than seven kilometres to access education at institutions such as Rukore High School in Ryakarimira Trading Centre and Lake Bunyonyi Secondary School in Kitumba Sub-county.

The legislator urged the Ministry of Education and Sports to consider establishing a secondary school in the area to reduce the distance learners travel and bring education services closer to the community.

He further appealed to the government to initiate a constitutional amendment to Article 78(1)(c) to provide for the representation of the Uganda Police Force and the Uganda Prisons Service in Parliament.

Naturinda questioned when the government would present a motion to provide for the two institutions to be represented in Parliament, arguing for their inclusion in the country’s legislative process.
