The head teacher of Namisindwa Secondary School in Mbale District has been charged with abuse of office and remanded to September 16, 2026, over allegations of unlawfully charging students fees.
Seera Margret Kolya was on Friday arraigned before the Anti-Corruption Court by the State House Anti-Corruption Unit, working with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).
Prosecution alleges that between 2024 and 2026, Ms Seera, while serving as head teacher of Namisindwa Senior Secondary School under the Ministry of Education and Sports, abused her office by imposing fees on students contrary to government policy and the law.
According to investigators, Ms Seera allegedly charged Shs65,000 per student on 122 students every term, raising Shs7.93 million per term and an estimated Shs23.79 million annually.
The prosecution alleges that the charges were imposed despite the school receiving government capitation grants and were therefore unlawful under the Education Act.
Ms Seera was remanded until September 16 when she is expected to return to court.
Her arrest and subsequent arraignment are part of ongoing efforts by anti-corruption agencies to crack down on abuse of office and improve accountability in government institutions.
The case also comes amid the continued “Expose the Corrupt” national campaign spearheaded by Local Government State Minister Balaam Barugahara, aimed at exposing corruption and strengthening accountability in local governments.
