The National Resistance Movement (NRM) has urged its Luweero District leadership to strengthen unity and resolve internal differences ahead of the launch of a nationwide programme to construct party offices, with the national groundbreaking ceremony scheduled to take place in Luweero next week.

The call was made during a strategic meeting between the NRM Secretariat leadership and the Luweero District NRM Executive Committee (DEC) at the party headquarters in Kampala. The meeting was convened to coordinate preparations for the launch and address recent disagreements among district leaders.

Addressing the committee, NRM Deputy Secretary General Rose Namayanja Nsereko said the construction of party offices should be accompanied by strengthened grassroots mobilisation and service to communities.

“This facility will be a testament to our party’s enduring presence, but our true strength lies in our ability to serve the people,” Namayanja said.

She urged local leaders to put aside their differences and work together to monitor and promote the implementation of the NRM Manifesto, particularly through government wealth creation programmes such as the Parish Development Model (PDM) and Emyooga.

“We cannot effectively promote wealth creation and monitor the implementation of the NRM Manifesto if we are not united. Our leaders must put aside their differences and work together for the good of Luweero District,” she said.

She also commended the district leadership for taking steps towards reconciliation.

NRM National Treasurer Barbrah Nekesa Oundo challenged the district leaders to prioritise collective party interests over personal disagreements, saying unity was essential for effective mobilisation.

“The strength of our party lies in our ability to work together. We may have different opinions and approaches, but we belong to one organisation and share a common responsibility. Let us put our differences aside, support one another and work as one team for the good of the party and the people of Luweero,” Nekesa said.

She urged the leaders to embrace open communication and mutual respect to strengthen party structures and improve grassroots mobilisation.

NRM Electoral Commission Commissioner James Williams Kinobe said the meeting focused on two key issues: briefing district leaders about the proposed construction project and resolving internal disagreements following recent disputes, including conflicting reports submitted during the election of an administrative officer.

“We wanted to address these differences before moving to the next phase of our work. I am glad that the leadership has committed itself to working together as a team,” Kinobe said.

He revealed that the land for the project was purchased by President Yoweri Museveni, while the construction funding would be provided by the NRM Secretariat.

The programme will cover 21 districts across the country, with Luweero set to host both district party offices and a regional headquarters that will accommodate the Office of the Regional Chairperson.

Kinobe said the additional facility reflected Luweero’s historical importance to the NRM.

Luweero District NRM Chairperson Sam Buchanan welcomed the decision to hold the national groundbreaking ceremony in the district, describing it as recognition of its central role in the party’s liberation struggle.

“NRM began in Luweero, and this district has a very big history in the formation of our party. We appreciate the Secretariat leadership for choosing Luweero to host this national launch. It is a great initiative, and our preparations are underway,” Buchanan said.

Meanwhile, Luweero NRM Entrepreneurs League Chairperson Simon Kagenyi proposed expanding the project into a broader institutional complex incorporating a museum, conference facilities and historical displays.

He said the proposed facilities would honour the liberation struggle veterans, preserve the party’s heritage and provide a centre for political education and community engagement.

“We need something tangible in Luweero that reminds the people of where the NRM journey began,” Kagenyi said.
