 
         
            
        The Prime Minister of Uganda, Rt. Hon. Robinah Nabbanja, has reaffirmed the government’s commitment to promoting equitable regional development and inclusive economic transformation across the country.
She made the remarks while officiating at the first Joint Regional Development Programme Annual Review Workshop held at Speke Resort Convention Centre, Munyonyo on Thursday, where she represented H.E. Gen. Yoweri Kaguta Museveni, the President of Uganda.
Nabbanja said the review provides a critical platform to assess the country’s progress in reducing regional disparities, share experiences, and strengthen partnerships among government agencies, development partners, the private sector, and civil society.
“This review presents an opportunity for us to reaffirm our shared commitment to improving the quality of life for all Ugandans, regardless of where they live,” she stated.
The Prime Minister noted that the Decentralisation Policy continues to play a central role in empowering local governments and enhancing service delivery. She revealed that the allocation of 3.7% of the national budget to Regional Development has greatly boosted local service delivery, though disparities remain in regions such as Karamoja, Northern, and Eastern Uganda.
To address these imbalances, Nabbanja said the government will intensify investment in wealth creation initiatives like the Parish Development Model (PDM) and Emyooga, in line with the 2026–2031 NRM Manifesto and the Fourth National Development Plan (NDP IV).
By June 30, 2025, government had transferred UGX 3.3 trillion to 10,594 Parish SACCOs, reaching 2.63 million beneficiaries engaged in productive enterprises that are boosting household incomes and food security. In the current financial year, an additional UGX 1.059 trillion has been allocated to support the programme.
Guided by NDP IV’s theme, Sustainable Industrialisation for Inclusive Growth, Employment Creation, and Wealth Generation, the Prime Minister said the government will focus on productivity enhancement, value addition, and strategic infrastructure development in transport, energy, water, and ICT to improve regional connectivity and competitiveness.
She highlighted four priority sectors under the Tenfold Growth Strategy: Agro-Industrialisation, Tourism Development, Mineral Development (including Oil and Gas), and Science, Technology, and Innovation.
“Investments in these key sectors will accelerate balanced regional development and drive socio-economic transformation,” she said.
The Prime Minister reiterated the government’s plan to empower local governments to design region-specific development plans, strengthen local resource utilisation, and promote accountability. She also emphasized continued support for affirmative action in lagging regions and refugee-hosting communities.
On climate resilience, Nabbanja called for greater investment in adaptive agricultural technologies, water harvesting, and climate-smart infrastructure, particularly for drought-prone areas like Karamoja and parts of Eastern Uganda.
She applauded development partners for their “continued technical and financial support” towards Uganda’s regional transformation agenda and reaffirmed government’s commitment to implementing the Salary Enhancement Plan for both political leaders and technical staff.
“Together, with unity, determination, and a shared vision, we will accelerate progress towards a prosperous, peaceful, and inclusive Uganda where no one is left behind,” Nabbanja concluded.
