NEWS: President Yoweri Kaguta Museveni has directed the Inspector General of Police to revoke the Police bonds of corrupt officials in Lango who were extorting money from beneficiaries of the Parish Development Model (PDM) and ensure they are prosecuted in court.
In a statement issued on Sunday, President Museveni issued the directive after reviewing a report submitted by the late Brigadier General Charles Oluka, the Director General of Uganda’s Internal Security Organisation (ISO), on January 25, 2025.
The report detailed the actions of corrupt officials in Lango who had been extorting money from PDM beneficiaries.
President Museveni disclosed that although these corrupt officials had been arrested, they were later released on Police bond.
He mentioned that he became aware of the report after returning from his tour of Lango Subregion, which was part of his PDM outreach.
Last year, a probe by the State House Anti-Corruption Unit led to the arrest of several district officials in Lango over fraud linked to the PDM. However, many were granted bail or released on Police bond, a situation that has angered the President.
During his visit to the Acholi sub-region last year, President Museveni instructed the State House Anti-Corruption Unit to investigate cases of extortion and mismanagement of PDM funds in the area.
On Saturday, the State Minister of Finance, Henry Musasizi, announced that 10 Parish Chiefs in Rubanda District will lose their government positions after being implicated in corrupt activities that undermined the PDM program.

“We have completed the investigations, and 10 of the Parish Chiefs will be dismissed due to their involvement in PDM corruption,” he said.
Minister Musasizi emphasized President Museveni’s firm stance on combating corruption within the PDM program, stating, “There will be no mercy for anyone who seeks to sabotage our efforts to improve the lives of the people we serve.”
The Parish Development Model was launched by President Museveni in February 2022 in Kibuku District, with the parish as the lowest administrative and operational unit to deliver services directly to the people and drive local economic development.
