President Museveni to Strengthen Local Leadership to Combat Corruption

KAMPALA: President Yoweri Kaguta Museveni has announced plans to engage Cabinet on strategies to empower Local Council Three (LC3) Chairpersons, district LC5 Chairpersons, and Members of Parliament (MPs) to better safeguard citizens’ interests and combat corruption.

Speaking during his State of the Nation Address at the 39th Liberation Day celebrations held at State House Nakasero in Kampala on Saturday, President Museveni emphasized that corruption at the local level could be significantly curtailed if these elected officials and Resident District Commissioners (RDCs), who are appointed by the President, actively worked together to fight it.

“Why? Because most government activities happen in the districts. I will further discuss with Cabinet how to strengthen this people’s structure to protect their interests,” Museveni explained.

He clarified that Local Council One (LC1) and Local Council Two (LC2) officials should not bear the blame, as they are not provided with facilitation.

“But what about LC3s and LC5s? Are they adequately facilitated? If so, let us discuss it. You have your own representatives to protect your interests,” he noted.

President Museveni reiterated the government’s commitment to fighting corruption at all levels through both state institutions and local leadership structures.

“That is why we incorporated the LC system into the administrative and technical structures of government. Unlike chiefs or technical officers such as veterinary personnel, LCs are elected by you, the people, to supervise and ensure that government resources reach their intended beneficiaries,” he said.

Museveni also questioned the effectiveness of LC3s, councillors, MPs, and LC5s in monitoring and ensuring proper allocation of resources to their communities.

“From the very beginning, the NRM empowered the wananchi to address corruption. I remember witnessing corruption firsthand as a young man in 1962—chiefs, veterinary officers, medical personnel, and policemen under the British administration were all complicit,” Museveni said, highlighting his long-standing commitment to eradicating corruption.

He called for greater vigilance from elected leaders and the public to ensure accountability and transparency at all levels of governance.
