President Museveni Urges Retiring Generals to Invest Wisely

KAMPALA – President Yoweri Kaguta Museveni who doubles as the Commander-in-Chief of the Uganda Peoples’ Defence Forces (UPDF) has advised to retiring senior army officers to wisely invest their retirement packages, urging them not to view retirement as redundancy but rather as a transition to a different form of service.

Museveni underscored the efforts made to ensure a substantial retirement package for these officers and highlighted the positive impact it would have on their lives in the villages.

The President made these remarks yesterday during a gathering at State House Entebbe, where 11 army Generals officially retired. These individuals joined a group of 99 senior army officers ranging from Major to Colonel who retired on August 25th at the Ministry of Defence Headquarters in Mbuya, bringing the total number of senior officers retiring this year to 110.

The retired generals included the former Inspector General of Police Gen Kale Kayihura, Lt Gen James Nakibus Lakara, Maj Gen Samuel Wasswa Mutesasira, Maj Gen Joseph Arocha, and Maj Gen David Wakaalo, among others.

Museveni advised the retirees against investing in ambitious projects like constructing schools and hotels, instead recommending smaller, more manageable ventures. He cited the example of a successful farmer in the Fort Portal area, Mr. Nyakana, who earns substantial income from a modest 1.2-acre farm, primarily through dairy and poultry farming.

Museveni encouraged retirees to consider similar endeavors, particularly in food production, which he deemed a reliable source of income even during crises like the COVID-19 pandemic.

In addition to managing their retirement packages wisely, the President encouraged retirees to become active local counselors, offering guidance to the local population on improving their household incomes. He stressed the importance of stability in this role, ensuring that the retirees could effectively assist their communities.

Museveni commended the retirees for their contributions to the development of Uganda through their service in the UPDF. He highlighted the positive impact of the revolutionary force they helped build, which not only rescued Uganda but also played a role in stabilizing the Great Lakes region.

The President acknowledged the significant economic progress in Uganda since 1986, contrasting it with global challenges such as high inflation and food scarcity caused by poor leadership in other countries.

Hon. Jacob Oboth Oboth, the Minister of State for Defence and Veteran Affairs, expressed gratitude to President Museveni for his exemplary leadership, which has elevated the UPDF’s stature. He also praised the retiring generals for their honorable service, highlighting their leadership qualities and the positive impact they had on the UPDF.

Chief of Defence Forces General Wilson Mbasu Mbadi thanked the President for hosting and blessing the retirement ceremony. Gen. Mbadi also conveyed his appreciation for the enhanced retirement benefits, which alleviated concerns among retiring officers.

Speaking on behalf of the retiring generals, Gen. Kale Kayihura expressed his profound gratitude to the President and the UPDF authorities for clearing him of all charges. He emphasized the peaceful and stable state of the country and congratulated President Museveni and the First Lady on their Golden Jubilee Anniversary.

The send-off ceremony also featured the presence of Hon. Huda Oleru Abason, the Minister of State for Veteran Affairs, and Ms. Rosette Byengoma, the Permanent Secretary of the Ministry of Defence and Veteran Affairs, among other dignitaries.
