The Uganda Prisons Service (UPS) has declared a Standby Class One period for all its staff, effective from December 15, 2025, to February 15, 2026, as part of heightened preparedness for the festive season and the forthcoming general elections.
According to a statement issued by the Senior Commissioner of Prisons and Service Spokesperson, Frank Baine Mayanja, the directive is aimed at strengthening safety, security and operational readiness across all prison units during a period considered sensitive for national security.
Under the directive, prison authorities have been instructed to enhance security, intelligence gathering and coordination with sister security and intelligence agencies. All staff are required to remain vigilant at all times, with routine patrols to be conducted within and around prison facilities and staff barracks.
The statement further indicates that hired prisoners’ labour, commonly known as kibarua, has been suspended for the duration of the standby period. In addition, only exceptional staff leave will be granted to ensure adequate manpower.
Prisoners’ visitations will also be temporarily suspended on selected dates, including December 24–27, 2025; January 1–4, 2026; and January 14–16, 2026. Access to prison facilities and barracks will be restricted, with unauthorized persons barred from entry.
The Prisons Service has warned that any Officer in Charge who fails to comply with the issued guidelines will be personally held accountable.
UPS says the measures are intended to maintain order, prevent security breaches and ensure the safety of both inmates and the public during the festive season and the election period.
