Three Kabale District Local Government officials have been interdicted over the alleged theft of 102 heifers procured under a Shs1.075 billion Green Climate Fund project.
The interdicted officials are Kabale District Production Officer Beda Mwebesa, District Internal Auditor Denis Maviiri and Assistant Inventory Management Officer Elly Niwamanya.
Kabale Chief Administrative Officer Robert Mugabe said on Wednesday that the officials were interdicted after they allegedly connived with the then chief administrative officer to forge documents showing that all the 399 Friesian heifers had been delivered to the district.
Addressing journalists at his office, Mugabe said the documents included a Goods Received Note in Letter of Procurement (LOP) No. 2316 dated December 30, 2025, and Invoice No. 221.
He said the documents indicated that all the 399 heifers had been supplied, yet only 297 were delivered, leaving 102 unaccounted for.
“The officers have been interdicted to prevent them from interfering with the ongoing investigations,” Mugabe said.
The heifers were intended for distribution to families that voluntarily vacated wetlands under the Green Climate Fund project, which seeks to restore degraded ecosystems while supporting community livelihoods.
The interdiction comes amid investigations into the circumstances under which the missing heifers were allegedly accounted for on paper despite not being delivered.

Kabale Resident District Commissioner Major (Rtd) Godfrey Katamba welcomed the interdictions, saying they would allow investigations to be conducted without interference before the files are forwarded to the Anti-Corruption Unit for further action.
Katamba said Mwebesa and Niwamanya, together with Dr Masembe Kamaradi, the Principal Assistant Inspector in charge of districts at the Ministry of Local Government, had been released on police bond as investigations continue.

The interdiction of the three officials comes a day after the district interdicted Senior Engineer Levi Turyahikayo Kansiime over alleged failure to account for Shs5.4 million allocated for the rehabilitation of the Kabira-Kyabasho-Nyakasharara road in Kaharo Sub-county.
