MBARARA: The Rwampara District Woman Member of Parliament, Molly Asiimwe Musiime, has been ranked the best-performing legislator among district women representatives from Ankole sub-region.
This ranking was revealed in a report released on Thursday at the Las Vegas Garden Hotel in Mbarara City by ARK TIMES, a research organization based in western Uganda.
Ankole sub-region comprises 12 districts: Buhweju, Bushenyi, Ibanda, Isingiro, Kazo, Kiruhura, Mbarara, Mitooma, Ntungamo, Rwampara, Rubirizi, and Sheema.
Ranking of Top Performers
According to the scorecard, Asiimwe of Rwampara topped the list with 84.4%, followed by Kiruhura’s Jovanice Rwenduru at 80%. Bushenyi’s Annet Katusiime Mugisha came third with 79%, while Buhweju’s Olive Koyekyenga scored 76%. Other notable rankings include Jennifer Muheesi (Kazo) at 65% and Grace Kasande (Rubirizi) at 60%.

Underperforming MPs
The report also highlighted the least-performing MPs in Ankole. Mitooma’s Agasha Juliet Bashiisha scored 35%, Ibanda’s Jane Bainomugisha 31%, and Mbarara City’s Ritah Atukwatsa Bwahika 32.5%. Others on the lower end included Mbarara’s Ayebare Margaret Rwebyambu (28%), Ntungamo’s Baata Kamateneti (20%), and Isingiro’s Claire Mugumya, who trailed with 10%.
Key Factors Behind the Rankings
The assessment attributed Asiimwe’s strong performance to various initiatives, including launching community health insurance schemes, combating land grabbing, providing clean water to water-stressed areas, and supporting skills and talent development. Conversely, poor-performing MPs were cited for low community engagement and inadequate response to constituents’ needs.

The evaluation criteria included media engagement, community presence, responsiveness to public concerns, provision of essential services, and parliamentary participation factors aligned with the four major functions of a legislator.
Performance of Aspiring Candidates
The research also evaluated candidates vying for different parliamentary positions in Ankole. Loydah Muhimbura Kyarikunda, contesting for the Mbarara District Woman MP seat, scored 72%. Charity Kibaaju, aspiring to represent Mbarara City in Parliament, secured 62%, while Gloria Kamayangi from Ntungamo and Justine Ayebazibwe Kashija from Isingiro scored 55% and 58%, respectively.
Accountability and Transparency
Ronald Kyamadiidi, Executive Director of ARK TIMES, emphasized that regular assessments are crucial to ensuring accountability and keeping the public informed about leaders’ successes and shortcomings.
“We cannot and will not allow leaders to become complacent, earning salaries while Ugandans lack essential services. Our evaluations will be objective,” Kyamadiidi stated.

He explained that the research process involves public opinion polls, community-based observations, and engagement with key stakeholders, reviewing records of previous office holders, on-site visits to critical areas, and analyzing media and parliamentary reports.
This periodic assessment aims to encourage effective leadership and improve service delivery in Ankole and beyond.
