KISORO: Kisoro municipality and district leaders are embroiled in a contentious dispute over the development of the Saaza playground by a local businessman.

In January, Hamza Kent Rwendegye, a prominent figure in Kisoro town, initiated the fencing of a portion of the Saaza ground with intentions to construct business facilities. However, his endeavor faced immediate opposition from municipal authorities, who swiftly demanded a halt to the construction activities. Their contention was rooted in the assertion that the land rightfully belongs to the government, with municipal authorities acting as its custodians.

Expressing this stance in a directive letter dated January 29, 2024, Alikwan Ayubu Kisubi, the town clerk of Kisoro Municipality, emphasized that Rwendegye’s construction was deemed illegal due to the absence of approval from the municipal authorities.

Kisubi underscored that the authority to grant or deny permission for any development rests with the municipal council, as stipulated by the Physical Planning Act (as amended) and Building Control Act of 2023. Consequently, Kisubi’s letter instructed Rwendegye to dismantle any structures erected and restore the land to its original state.

Now, Abel Bizimana, the Kisoro district LCV chairperson has intervened, urging Ayubu to rescind the order halting the investor’s construction plans. Bizimana defended the decision to allocate land to Hamza, arguing that proper procedures were followed, including a formal request made through the appropriate channels.
