Summary:

Minister Musasizi stated, “The resource envelope presented by the Commissioner General of Shs35.692 trillion is based on the second Budget Call Circular, before incorporating new tax measures. The new projection of Shs36.71 trillion, which I presented in the House, includes projected revenue adjustments made during the budgeting process.”

KAMPALA: Uganda Revenue Authority (URA) has been tasked with collecting over Shs36.71 trillion in the 2025/26 financial year to support government activities, a significant increase from the Shs31.369 trillion targeted for the current FY2024/25.

This was revealed by Henry Musasizi, Minister of State for Finance, while appearing before Parliament’s Finance Committee. Musasizi led a team from URA to present the Authority’s Ministerial Policy Statement for 2025/26. His remarks were in response to concerns from some Members of Parliament regarding discrepancies in the revenue target figures presented by URA, which appeared lower than those outlined in the Appropriation Bill 2025.

Meanwhile, URA’s proposal to allocate over Shs18.2 billion for medical expenses in the next financial year came under scrutiny. Kabula County MP, Enos Asiimwe, sought clarification on whether this allocation covered medical insurance.

“As we review each department’s allocation, we notice a budget for medical expenses, including medicines and assorted items for employees. Do we have in-house clinics, or is this part of a medical insurance scheme? The second page of the budget shows an insurance services allocation of Shs18.2 billion. I would like to clarify whether medical insurance is included within this budget,” Asiimwe inquired.
