National Resistance Movement (NRM) cadres in Kisoro District have petitioned their area Members of Parliament, accusing them of endorsing the Uganda People’s Defence Forces (UPDF) Amendment Act 2025 without prior consultation with their constituents.

The petition comes in the wake of Parliament’s recent approval of the contentious bill, which reinstates the trial of civilians in military courts. The legislation has ignited widespread debate across the country, with critics warning that it violates human rights and undermines constitutional protections for civilians.

Agaba James, the LCV Councilor for Northern Division in Kisoro Municipality and an NRM member, voiced strong opposition to the bill. He stressed the need for legislators to consult their electorate before making decisions of such magnitude. Agaba expressed disappointment in the MPs who supported the amendment, noting that it directly affects the people they represent.

In response, Hon. John Nizeyimana Kamara, MP for Bufumbira North, said that as a civilian, he is not qualified to comment on military-related legislation.
