The State House Anti-Corruption Unit (SH-ACU), working with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), has arraigned Mugerwa Ronald Saaku, the Probation and Welfare Officer of Lugazi Municipality, before the Mukono Chief Magistrate’s Court on charges of Obtaining Money by False Pretence and Conspiracy to Defraud. He has been remanded until 21st October 2025.
Between January and June 2025, Mugerwa allegedly conspired with Dr. Wataba Saadi, the Lugazi Municipal Medical Officer, and Sekikubo Mubarak, an LCIII councillor from Nakisunga Sub-County, both currently on the run to defraud Dr. Mukisa George William, a job applicant, of Shs 38 million.
The suspects reportedly claimed that the money would be used to “facilitate” members of the Mukono District Service Commission (DSC) to secure him a position as a Medical Officer.
Criminal summons have been issued for Dr. Wataba Saadi, while investigations into other related cases, where the same group allegedly extorted money from other job seekers, are ongoing.
The case follows a complaint received by SH-ACU on July 7, 2025, from a whistleblower regarding widespread corruption in the recruitment process at the Mukono DSC. It was alleged that Commission members routinely solicited bribes from applicants in exchange for appointment letters.
President Yoweri Kaguta Museveni has repeatedly cautioned District Service Commissions across the country against the illegal sale of government jobs and directed law enforcement agencies to take firm action against perpetrators.
