MP Niwagaba Dismisses Claims of Blocking New Town Councils in Ndorwa East

He explained that Parliament has no mandate to create town councils, saying this responsibility lies with parish, sub-county and district councils, which then submit proposals to the Ministry of Local Government for approval.

The Ndorwa East MP Wilfred Niwagaba has dismissed claims by what he called “political opportunists” that he blocked the creation of town councils in his constituency.

Niwagaba, who is seeking re-election as an independent candidate with the symbol of a clock, made the clarification on Monday night during a talk show on a Kabale-based radio station, where he discussed his achievements and plans ahead of the 2026 general elections.

He explained that Parliament has no mandate to create town councils, saying this responsibility lies with parish, sub-county and district councils, which then submit proposals to the Ministry of Local Government for approval.

“Parliament is mandated to create districts, cities and constituencies,” Niwagaba said. “I recall that in 2020, the council led by the late Patrick Besigye Keihwa created Rwene–Buhara Town Council, Kabanyonyi Town Council, Nyanja Town Council, Kahondo and Kyobugombe Town Councils. After their creation, the council submitted the names to the Minister of Local Government for approval, but he declined due to financial constraints.”

Niwagaba stressed that the creation of town councils is not his mandate and that Parliament is not responsible for their approval.

He added that once approved, town councils come with rules and regulations on planning and taxation, and urged those he described as political opportunists to wait for the Minister of Local Government to approve the proposed town councils instead of spreading what he termed as false propaganda.
