The seventh Proximity Commanders’ Meeting between the Rwanda Defence Force (RDF) and the Uganda Peoples’ Defence Forces (UPDF) has once again brought into focus the delicate balance between security and development along the Rwanda–Uganda border.

Held in Musanze from 18–20 February 2026, the three-day engagement was not merely a routine military meeting, but a strategic platform aimed at addressing persistent cross-border security concerns while strengthening cooperation between the two neighbouring states.

Border Security and Emerging Threats

At the heart of the discussions were ongoing efforts to curb illegal cross-border activities, including smuggling, drug trafficking, and human trafficking. Commanders reviewed the implementation of recommendations from previous meetings, assessing the effectiveness of joint verification mechanisms, information sharing frameworks, and coordinated responses to emerging threats.

The meeting brought together commanders from RDF Infantry Divisions operating along the common border, led by Major General Ruki Karusisi of the 5th Division and Brigadier General Deo Rusanganwa of the 2nd Division. They were joined by counterparts from the UPDF 2nd Infantry Division under Major General Paul Muhanguzi, alongside senior civil and security officials from both countries.

The forum highlighted the importance of sustained communication between field commanders to prevent misunderstandings, de-escalate incidents, and promote stability in border communities that often bear the brunt of insecurity.

Linking Security to Economic Growth

Beyond security concerns, the meeting underscored the growing recognition that peace along the border must translate into economic opportunity. Upon arrival, the visiting delegation paid a courtesy call to Northern Province Governor Maurice Mugabowagahunde, who commended the cooperation between the two forces in tackling illegal trade and transnational crime.

He emphasized the economic potential of Rwanda’s Northern Province, noting the contribution of industrial growth to the country’s GDP and the strategic importance of tourism. Attractions such as Volcanoes National Park were highlighted as key drivers of regional development, reliant on a stable and secure environment.

The delegation toured key economic sites in Musanze, including Musanze Industrial Park, Gorilla Textile Ltd, and CIMERWA Musanze Factory, illustrating how security collaboration directly supports trade, investment, and job creation.

A visit to the Mutobo Demobilisation and Reintegration Centre further reflected ongoing efforts toward rehabilitation and long-term peacebuilding.

A Confidence-Building Framework

Military leaders described the proximity commanders’ forum as a vital confidence-building mechanism. Brigadier General Rusanganwa characterized it as an essential platform for enhancing communication and coordination, while Major General Muhanguzi stressed that disciplined engagement and clear command intent are critical to maintaining peaceful coexistence.

The meeting demonstrates a broader commitment by both the RDF and UPDF to move beyond historical tensions and instead prioritize stability, cooperation, and shared prosperity.

For border communities whose livelihoods depend on trade, movement, and tourism, such engagements signal a sustained effort to anchor security within a wider framework of regional development.
