Kabale District Council has rejected the approval of new members to the Local Government Public Accounts Committee and the District Land Board, citing procedural irregularities in the manner the names were presented.

The proposed members of the Public Accounts Committee included Rev. Kayongwe Robert Basherura, Grace Twinobuhungiro, Tumuhimbiise Franko John, Musiimenta Bernadette, and Peace Baryamujura. The nominees for the District Land Board were Counsel Justus Muhangi as chairperson, Loy Katabazi, Vastina Tusiime Beyendera, and Donati Rwaributware.

The names were presented by Kabale District Vice Chairperson Miria Akankwatsa Tugume, who represented District Chairperson Nelson Nshangabasheija, during a council session held at the district Rukiiko Hall on Thursday.

However, the presentation was met with resistance from several councillors and the District Speaker, Flavia Kanagizi Nyinakiiza, who suspended the approval process, citing a breach of procedure. She noted that the names had not been tabled as a formal motion, as required by council rules.

The decision sparked debate among some councillors, who questioned whether the Speaker’s action was a deliberate attempt to block the approval process.

Nyinakiiza maintained that the nominees would remain unchanged but emphasized that they would only be reconsidered after being properly presented before the council in the form of a motion.
