Fifteen head teachers in Kabale District have been demoted to classroom teachers, while several others have been summoned before the District Rewards and Sanctions Committee over poor performance in the 2025 Primary Leaving Examinations (PLE).

The development was disclosed by Kabale Acting Chief Administrative Officer, Robert Mugabe, after the Chairperson of the Health, Education, Sports, and Community-Based Services Standing Committee, Lydia Turyasingura, presented a recommendation during a district council session on Thursday. The committee proposed that schools that performed poorly in the 2025 PLE should face appropriate sanctions, while those that performed exceptionally should be rewarded.

In response, Mugabe confirmed, without disclosing names, that fifteen head teachers in Kabale District had been demoted to classroom teachers due to what he described as shameful performance.

Mugabe said it was unfortunate that the district registered only 219 first grades, describing the number as a serious decline in academic performance. He added that deputy head teachers and senior teachers have been tasked to spearhead improvement efforts in their respective schools.

He also noted that the district is working to identify subject teachers, especially for upper primary sections, to strengthen performance in key subjects.

“In many cases, schools have qualified teachers, but due to poor deployment, some institutions fail to achieve strong results. You may find that a school performs well in most subjects, but one weak subject such as Science or English pulls down the overall performance. That is one of the main reasons for this gap,” he said.

He further revealed that all teachers whose subjects failed to produce first grades, particularly those with consistently poor performance records, will be required to appear before district education authorities to explain the results and their role in learners’ academic outcomes.
