A section of councillors in Rukiga District has demanded accountability over the stalled Kashumuruzi gravity water scheme, citing service delivery gaps and possible mismanagement of public funds.
The project, valued at 39.6 million shillings, was designed to supply clean and safe water to residents of Kakyiri and Kashumuruzi villages in Kashambya Sub- County, as well as Kabirizi village in Rwamucucu Sub- County. However, its incomplete status has left many intended beneficiaries without access to safe water.
Speaking during a district council session on Thursday, councillors led by Rwamucucu representative Sam Niwandinda and Bukinda Sub-county’s Brenda Ainembabazi said the project exposes deeper concerns about inequitable service delivery. They allege that while parts of Kashambya Sub-county have benefited, communities in Rwamucucu have been left out.
As a result, residents in the affected areas continue to rely on unsafe water sources, particularly the Rushebeya–Kanyabaha swamp, increasing their risk of waterborne diseases. The leaders argue that this situation undermines government efforts to achieve universal access to clean and safe water.
The councillors also raised concerns about alleged manipulation of the project for personal gain, claiming it may have been diverted to benefit a few individuals, including local leaders and business interests, instead of the wider community.

Rukiga District LC5 Chairman Robert Mbabazi Kakwerere attributed the delays to the termination of the contract after the contractor failed to complete the works within the agreed timeframe.

However, Chief Administrative Officer Nakintu Hanifa maintained that the project is still ongoing and could still achieve its intended objectives once completed.
District Speaker Oscar Akampurira has since tasked the Resident District Commissioner (RDC) to take keen interest in the matter and ensure thorough investigations.
