RUBANDA – A section of residents in Bubaare town council, Rubanda East County, Rubanda District, have expressed their frustration, claiming they were denied the opportunity to benefit from the Parish Development Model Program due to their lack of support for Minister Henry Aiganyira Musasizi.
The residents, hailing from Rwere Village, shared their concerns during a meeting with former Rubanda East County Member of Parliament aspirant, Hon. (Counsel) Jogo Kenneth Biryabarema. According to the residents, there have been rumors circulating that they would not be included in the Parish Development Model Program because of their allegiance to Jogo Kenneth Biryabarema.
James Mutagamba, Margaret Tumuhimbise, Margaret Kagate, and Roy Kanyarutokye, among others, told our reporter that they felt neglected due to their support for Jogo Kenneth. They further expressed their disappointment, noting that even among those who managed to register, no one has received any funds from the Parish Development Model Fund. This has left them questioning whether they are entitled to benefit from such funds, just like other Ugandans, and they are urgently calling for their inclusion as intended beneficiaries of the PDM program.

When we reached out for comment, Obed Mutatiina Kitabutuka, the LCV Councilor for Bubaare town Council, declined to provide a statement despite multiple phone calls. The Rubanda District Commercial Officer, Moses Mukiza Nizeyimana, explained that he could not offer any insights on the matter without authorization from the District Chief Accounting Officer.

The Former Rubanda East County MP aspirant, Jogo Kenneth Biryabarema, also raised concerns about the selection criteria used for beneficiaries. Nevertheless, he urged residents in the area to remain patient and refrain from offering bribes to parish chiefs in order to secure registration.
