The Minister for the Presidency, Milly Babalanda, has directed Resident District Commissioners (RDCs), Deputy RDCs/RCCs, Assistant RDCs/RCCs, Resident Internal Security Officers (RISOs) and District Internal Security Officers (DISOs) from the Bugisu Sub-region to intensify monitoring of government programmes and focus on delivering tangible results for Ugandans.
Speaking at the closure of a three-day Capacity Building Workshop for RDCs, Deputy RDCs/RCCs, Assistant RDCs/RCCs, RISOs and DISOs at Wash and Wills Hotel in Mbale City on Thursday, Minister Babalanda emphasized that the government is now in a period of implementation, supervision and results.
She said every officer must account for their presence, work and contribution towards achieving government objectives, adding that citizens expect efficient service delivery and accountability from public officials.
The Minister conveyed greetings from President Yoweri Kaguta Museveni and reminded the officers that they play a critical role as the President’s representatives at the grassroots.
She commended them for their contribution to maintaining peace, security and stability during the recently concluded General Elections, which she said enabled a peaceful electoral process and renewed public confidence in the National Resistance Movement government.
Babalanda urged the officers to remain committed to their constitutional mandate of monitoring government programmes, coordinating security matters, overseeing service delivery and mobilizing citizens for development.
She noted that the President’s vision for socio-economic transformation is being implemented through programmes such as the Parish Development Model, Emyooga, wealth creation initiatives, industrialization and infrastructure development, and tasked RDCs and DISOs with ensuring that these programmes benefit the intended citizens.
Minister Babalanda further directed the officers to take a firm stance against corruption, warning that theft of public funds, inflated contracts, ghost beneficiaries and abuse of office continue to undermine service delivery.
She called for closer collaboration between RDCs, DISOs, technical officers, local governments and security agencies to safeguard public resources and accelerate development.
She also emphasized the need for discipline, visibility and responsiveness among government representatives, warning that absenteeism, negligence of duty and misconduct would not be tolerated.
Babalanda reaffirmed her commitment to supporting RDCs, Deputy RDCs, Assistant RDCs, RISOs and DISOs in executing their duties, urging them to work together in transforming communities and improving the lives of Ugandan’s.
