Rubanda District’s agricultural outreach is set for a major lift after the Ministry of Agriculture, Animal Industry and Fisheries delivered a brand new Toyota Hilux Double Cabin (Reg No. UG 1200677) to support implementation of the Uganda Climate Smart Agricultural Transformation Project.

The vehicle, handed over at the district headquarters, is expected to strengthen field supervision and improve extension service delivery to farmers across all sub-counties, particularly under the climate-smart agriculture initiative aimed at boosting productivity and resilience.

Chief Administrative Officer Samuel Ahabwe said the pickup will be deployed under the Production Department to close service delivery gaps between technical officers and farming communities.

He emphasized that the vehicle should directly translate into faster response times, better monitoring of agricultural activities, and wider farmer reach.

“Extension services must be visible and effective at the grassroots. This vehicle is meant to take us to the farmers, not to sit idle,” he noted.

Rubanda District LC5 Chairperson Hon. Ampeire Stephen Kasyaba issued a strong warning on discipline and stewardship of public assets, urging officers to avoid misuse or personalization of government property.

“This vehicle carries people’s lives and expectations. It must always be kept in good condition and serve its intended purpose,” Kasyaba said, stressing that it belongs to the people of Rubanda and not individuals.

He further encouraged departments to ensure the vehicle helps eliminate logistical bottlenecks that often delay service delivery in hard-to-reach areas.

Beyond the vehicle handover, the district leadership is tightening its focus on accountability as a cornerstone of service delivery for the 2026/2027 Financial Year.

Speaking during a Senior Management Meeting held on Monday, 6 July 2026, at the District Executive Board Room, CAO Ahabwe reaffirmed that transparency and strict financial discipline will define the new planning cycle.

“Accountability is not optional; it is our constitutional and professional obligation,” he said, urging all Heads of Departments and Accounting Officers to ensure proper documentation of all transactions as the district closes the 2025/2026 financial year.

He directed officials to prioritize timely submission of financial statements, Board of Survey reports, departmental performance reports, and work plans for FY 2026/2027, warning that delays undermine audits and weaken institutional credibility.

Ahabwe also called for stronger monitoring of government projects to guarantee value for money and sustainability, noting that execution of the new budget, which began on 1 July, must proceed without delay.

The CAO further urged public officers to uphold integrity, punctuality, and professionalism under the Public Service Code of Conduct, saying leadership behaviour sets the tone for service delivery across the district.

He also welcomed newly appointed senior officers, including the District Health Officer, District Internal Auditor, and Principal Human Resource Officer, challenging them to embed accountability and efficiency from the outset.

With the new vehicle on ground and a renewed administrative focus on discipline and transparency, Rubanda leaders say the district is positioning itself for more efficient agricultural service delivery and stronger governance outcomes in the year ahead.
