LONDON – In a groundbreaking move, the Head of the Diaspora Department at the Ministry of Foreign Affairs, Ambassador Johnny Muhindo, has rallied Ugandan Diasporas for a collective effort towards national development.

Recognizing their pivotal role, Ambassador Muhindo emphasized the positive impact Diasporas have on Uganda’s progress and prosperity.

The ambassador delved into comprehensive discussions on wide-ranging Diaspora issues, including the formulation of a robust policy for the safe, orderly, and development-oriented growth of the diaspora community.

Key topics covered the planned return of highly qualified Ugandan nationals, a pioneering pilot project in collaboration with MOFA/IOM focusing on transferable skills, and active participation in Ugandan elections.

A significant proposal on the table is the establishment of a Diaspora SACCO, aimed at facilitating strategic investments both within Uganda and abroad. The story underscores the well-established fact that Diasporas contribute not only through remittances but also through organized efforts across various scales and sectors, providing crucial financial and in-kind resources to communities in their countries of origin. Furthermore, these diaspora members act as indispensable representatives of Uganda abroad, playing a crucial role in diplomatic relationships between host and origin countries.

The Uganda High Commission in London, in collaboration with the government, has already taken proactive steps to engage the diaspora, recognizing the critical timing of this endeavor.

High Commissioner Nimisha Madhavani praised diaspora members for their patriotism and efforts in marketing Uganda globally. She offered guidance and pledged support for diaspora initiatives, particularly in investment priority areas, highlighting bankable projects.

Uganda’s commitment to diaspora engagement is evident through the establishment of the Department of Diaspora Affairs in 2007, various initiatives by ministries, and key appointments such as the Senior Presidential Advisor on Diaspora Affairs, Ambassador Abbey Walusimbi.

The recent appointment of Ambassador Johnny Muhindo, a long-standing member of the Ugandan diaspora, as the Head of the Department of Diaspora Affairs at the Ministry of Foreign Affairs, underscores the government’s dedication to fostering diaspora collaboration.

Looking ahead, Uganda aims to leverage the skills, resources, and shared cultural contexts of its diaspora for mutual exchange, reciprocal benefit, and collective resilience. The mid-term goal is clear—to strengthen ties and facilitate a dynamic partnership between the diaspora and the homeland.

As part of the action plan, efforts will be made to identify countries, particularly in Africa and the developing world, that have successfully integrated the diaspora into national planning. Additionally, there will be a thorough review of existing ministry efforts to engage with the diaspora, with a focus on immediate or short-term improvements. Building trust for long-term engagement, effective communication strategies, and a proposal for a mapping assessment of the Ugandan diaspora will also be key priorities.
