KITGUM – Uganda People’s Defense Force Soldiers stationed at a local UPDF detachment in Kitgum District have been arrested for the alleged unlawful killing of a suspected thief.
Brigadier Gen Felix Kulayigye, the Defense Spokesperson, expressed deep concern over a circulating video depicting both soldiers and civilians flogging a person.
Kulayigye revealed that civilians in Lagot village, Mucwini Sub-county, Kitgum District had apprehended a suspected thief, opting for mob justice instead of involving the police, despite discouragement from the RDC Kitgum.
“The LC 3 chairman and GISO then decided to transport the suspect to a local UPDF detachment, where, regrettably, the detachment commander allowed the disturbing incident without informing the unit commander”. Kulayigye stated.
Confirming the arrest of the involved soldiers, Kulayigye announced plans for a public trial, emphasizing the importance of ensuring justice is not only carried out but also visibly transparent.
“The UPDF strongly condemns mob justice, whether executed by civilians or soldiers. Corporal punishment and any form of torture are unconstitutional in Uganda’s laws, and no one has the right to administer such punishments,” declared Kulayigye, highlighting the established legal procedures for the arrest and detention of suspects.
