Residents of Rutare Village, Kabere Parish, Butanda Sub-county in Kabale District are decrying poor service delivery, which has forced some of them to seek basic services from the neighboring Republic of Rwanda.

Situated along the Uganda–Rwanda border in Ndorwa West Constituency, the community continues to face major challenges including a poor road network and lack of electricity.

These have limited access to markets, hindered transportation of goods, and slowed economic development in the area.

According to the LC I Chairperson, Alex Mayoboke, the absence of electricity has compelled residents to cross into Rwanda through unofficial border routes to charge their phones and access other essential services.

He noted that the poor state of the Habubare–Rutare road has worsened the situation, making the village nearly inaccessible, especially during health emergencies. Many vehicle owners reportedly incur frequent repair costs due to the bad road conditions.

Mayoboke also expressed concern that for over two decades, residents have continued to receive unfulfilled promises from leaders regarding infrastructure improvement and other development projects.

The Butanda Sub-county LC3 Chairperson, Champion Baker, acknowledged the issue but said that plans to extend electricity to the area are in the final stages.

He attributed part of the problem to poor farming practices that lead to soil erosion and blockage of drainage systems during the rainy season, further damaging the roads.

He called for adoption of better farming methods to address the challenge.
