Civil servants in Kabale District have been directed to openly rally support for President Yoweri Kaguta Museveni ahead of the 2026 general elections.
While addressing them on Tuesday evening in the District Rukiiko Hall, Lt. Col. James Mwesigye, the Commissioner in charge of Resident District Commissioners (RDCs) in Western Uganda, said civil servants should not hide behind the Public Service Standing Orders, arguing that they are part of the government machinery and will be protected.
Mwesigye noted that in the past, government largely sidelined civil servants in political mobilization, assuming they would automatically support the ruling NRM government while focus was put on groups such as Boda-Boda riders.
He said this time, it is the responsibility of civil servants to safeguard what he described as the gains made by the NRM government and President Museveni over the last 40 years.
He warned that if the NRM government loses power, civil servants cannot be assured of retaining their jobs under a new administration.
Kabale District Chief Administrative Officer, Ronald Mutegeki, backed the call and declared that he will personally mobilize support and vote for President Museveni.
He attributed his support to what he called improved security, better road infrastructure and government programmes aimed at fighting poverty, such as the Parish Development Model (PDM) and Emyooga.
Mutegeki also highlighted Uganda’s role in promoting regional stability in the Democratic Republic of Congo (DRC), Somalia, South Sudan and other areas, saying this has contributed to wider regional growth.
However, Mutegeki cautioned civil servants against engaging in local partisan wrangles. He revealed that he has received several complaints from candidates in Kabale District, accusing some civil servants of de-campaigning them.
Kabale Municipality Deputy Town Clerk, Eric Sunday, also urged civil servants to publicly support President Museveni, insisting that no one would be penalized for doing so.
He recounted that when he started supporting Museveni at a young age, he faced threats from different people but was protected by leaders in authority. Sunday said it is the duty of civil servants to protect the regime that pays their salaries.
Kabale District Vice Chairperson, Miria Tugume Akankwasa, and Kabale Deputy Resident District Commissioner, Michael Muramira Kyakashari, welcomed the directive, saying it was long overdue.
Muramira added that it is now official that all civil servants and RDCs are free to participate in partisan politics.
Presidential elections are scheduled to be held on 15th January 2026.
