The Kabale District Councilors are up in arms against the return of UGX 156 million to the national treasury, funds that had been allocated for the construction of the Rukurura gravity water flow scheme in Butanda Sub-county.
The money had been approved under the 2024/2025 financial year budget through the piped water sub-grant, with a substantial portion specifically earmarked for the Rukurura project to address chronic water shortages in the area.
However, during Friday’s council sitting, the Deputy Chief Administrative Officer Robert Mugabe, informed the council that the funds had been returned to the treasury.
Mugabe’s explanation followed remarks by Speaker Flavia Kanagizi and Kabale District Vice Chairperson Miria Tugume Akankwasa, who revealed they had met officials from the Ministry of Water and Environment and the Diocese of Kigezi.
According to them, the Ministry had approved the project, pending a formal letter of endorsement from District Chairperson Nelson Nshangabasheija and then CAO John Asiimwe, an action that was never completed.
Kanagizi also criticized the district leadership, calling their actions a display of gross incompetence and accusing some leaders of prioritizing selfish interests over community service.

This revelation infuriated councilors, who accused the district leadership of incompetence and negligence. The Butanda Sub-county male councilor, Gilbert Niwanganyira, strongly condemned the executive committee, saying he has never seen a more disappointing district executive the current the district has. He said that the failure of the CAO and LC5 Chairperson to act swiftly has cost us a vital project.

Eunice Ndyamuhaki, the representative for people with disabilities, and Moses Bikorwomuhnagi, the Maziba Sub-county councilor, described the return of the money as heartbreaking and blamed Chairperson Nshangabasheija for being irresponsible, incapable, and self-centered.

The Kabale Resident District Commissioner-RDC, Godfrey Nyakahuma, expressed similar frustration, noting that the government had funded over 25 water projects in the district, yet only seven have been implemented. He demanded that CAO Mugabe apologize to the people of Kabale for failing to implement council resolutions.
