Minister of Finance (General Duties), Hon. Henry Musasizi, has called on the people of Rubanda to fully embrace government-initiated wealth creation programs, stressing that these initiatives are designed to uplift households from poverty and accelerate economic transformation at the grassroots level.
While addressing residents of Muyanje Cell in Bigungiro Parish, Nyamweru Sub-county, Rubanda East Constituency on Tuesday, Minister Musasizi emphasized the importance of utilizing government funds effectively, especially those disbursed under the Parish Development Model (PDM) and Emyooga, among other programs.
Minister Musasizi’s visit was part of his ongoing consultative meetings and re-election campaign activities as the 2026 general elections draw closer.
“We have so far disbursed Shs 300 million to each parish across the country,” Minister Musasizi revealed. “In total, Shs 3.3 trillion has been released under the PDM program. This is what we call patient capital, money that is meant to help households grow financially, not to burden them. It is not for consumption, luxury, or short-term excitement. It is a tool to support enterprise and transform livelihoods. I therefore urge you to utilize this opportunity to invest wisely and fight poverty at the household level.”
Minister Musasizi noted that the Parish Development Model was specifically designed to reach Ugandan households that have historically operated in the subsistence economy, those that produce primarily for consumption rather than for the market.
Through this program, such households are now being encouraged and supported to transition into the money economy by accessing affordable capital to invest in agriculture, small-scale trade, and other income-generating ventures.
Minister Musasizi also pointed to Emyooga, a presidential initiative aimed at improving household incomes among members of various vocational groups such as boda boda riders, carpenters, market vendors, mechanics, tailors, and others.
He urged the residents to form and strengthen their savings and credit cooperative societies (SACCOs) to access funds, emphasizing the importance of group cohesion, discipline, and transparency in managing the resources.
During his engagement, Minister Musasizi took time to reflect on the development strides Rubanda District has made over the past five years, many of which he attributed to his consistent lobbying and advocacy at the national level.
“In my tenure, we have seen tangible improvements in infrastructure and social services. We have secured funds for roads, expanded access to clean water, connected more communities to electricity, improved healthcare delivery, and enhanced education services,” he said. “These achievements have only been possible because we prioritized service delivery over politics and worked with unity as a district.”
He further stressed that his campaign will continue to be people-centered, rooted in practical service and development-oriented leadership rather than divisive rhetoric.
Minister Musasizi also encouraged political actors and residents alike to embrace unity over divisions, warning that internal wrangles and sectarianism undermine progress.
“As we approach another election, I call upon all of us to stay focused on what matters, the transformation of our communities. Political competition should not breed hatred. Let us put the people first,” Minister Musasizi said.
He pledged to continue lobbying for more development projects and investment in Rubanda, provided the community remains united and development-focused.
As the 2026 elections approach, Minister Musasizi’s message is clear: development, unity and strategic use of government programs are the keys to Rubanda’s transformation.
