KABALE: The Kabale Resident District Commissioner, Ronald Andrew Bakak, has instructed the Police in Kabale District to investigate leaders who are defending individuals sabotaging the implementation of the Parish Development Model (PDM) program.
Bakak, who did not disclose the names of the implicated leaders, accused them of colluding with Parish chiefs and PDM Sacco leaders to extort money from PDM beneficiaries. He emphasized that leaders who should be working closely with President Museveni to combat corruption are instead perpetuating it within the PDM program.
Bakak revealed that some sub-county leaders have repeatedly defended officials arrested for violating the PDM guidelines. He noted that investigations have shown that some Parish chiefs are being used by sub-county leaders to breach PDM guidelines for their own hidden agendas, which he described as abuse of office.

This development follows the recent arrests of Herbert Mubangizi, the Parish Chief of Kisibo Parish in Kibuga Sub-county, along with Kakuru Maxison, Daniel Byamukama, John Bosco Rugambwa, Samuel Akanyijuka, Derick Niwagaba, Fred Mubangizi, and Loyce Ahimbisibwe, the Chairperson of Karubanda Ward SACCO in Southern Division of Kabale Municipality.
They were arrested on Thursday on orders from Bakak for the misappropriation and extortion of PDM funds in Kabale District.
