The Kabale Chief Magistrate’s Court has charged a 50-year-old primary school headteacher for allegedly denying a pupil under the Universal Primary Education (UPE) program access to education over failure to pay Shs 70,000.

Drake Kisheija, the Headteacher of Rwababa Primary School in Kyanamira Sub-county, Kabale District, appeared before the Kabale Chief Magistrate’s Court on Wednesday, November 5, 2025, to answer charges of denying access to education, contrary to Sections 52(2) and 58(g) of the Education (Pre-Primary, Primary and Post-Primary) Act, CAP 247.

Kisheija was arrested on Monday morning after allegedly blocking Ahimbisibwe Ezekiel, a registered Primary Seven candidate, from sitting his Primary Leaving Examinations (PLE) mathematics paper.

According to Elly Maate, the Kigezi Region Police Spokesperson, the Pupil had failed to pay Shs 70,000 in coaching fees.
