The Kabale District LC5 Chairman, Nzeirwe Denis Ndyomugyenyi has directed the Chief Administrative Officer, Robert Mugabe, to clean up the district pensioners’ payroll within 30 days as part of a sweeping reform agenda aimed at restoring accountability, improving service delivery, and fighting corruption in the district administration.

Delivering his maiden speech at the occasion of swearing in ceremony at the Sulvanar square grounds at the Kabale district headquarters on Monday, Ndyomugyenyi issued a stern warning against the poor handling of pensioners, describing the mistreatment of retired public servants as “a shame” that undermines the dignity of men and women who dedicated decades of service to the district.

He tasked the CAO to compile a clean pension payroll and provide a clear schedule for pension payments, warning against delays and extortion in the processing of gratuity.

“These are men and women who taught in our schools, nursed in our health facilities, served in various capacities and graded our roads for over 30 years. We cannot continue making them line up for months or demand facilitation for their benefits. We owe them dignity,” Ndyomugyenyi said.

Ndyomugyenyi pledged to champion value for money in public expenditure, vowing to work closely with technical staff while protecting whistleblowers who expose wrongdoing.

“Every shilling wasted is a service denied to the people we serve. I will back officers who say no to wrong things,” he said, calling on civil servants to reject corruption and illegal directives.

In a message to Members of Parliament from Kabale, Ndyomugyenyi called for unity and collaboration, urging legislators to support district priorities in Parliament while district leaders ensure accountability in implementation.

“Our fight is not with each other. Our fight is against poverty, disease, and lost time. For Kabale, we must speak with one voice,” he noted.

To district councilors, he emphasized their responsibility as representatives of the people, urging them to prioritize service delivery over personal interests.

“Council will be a place of ideas, not insults. Debate us, challenge us, but remember we were all sent here by the same voters,” he said.

Addressing civil servants, the district boss acknowledged long-standing frustrations including corruption, unfair promotions, delayed salaries and poor treatment of pensioners, promising to create a better working environment while demanding integrity and hard work.

He reminded staff that his administration would focus on fulfilling campaign pledges, particularly in education.

Among the key promises, Ndyomugyenyi announced plans to introduce free examinations for all government primary school pupils in Kabale through the procurement of a district printery to produce monthly, mock and end-of-term exams.

He also pledged compulsory teacher training programmes at sub-county level to improve teaching quality and help educators adapt to the new curriculum.

“These two promises are non-negotiable,” he said, directing the CAO and District Education Officer to present a procurement plan for the printery and a teacher training schedule within 100 days.

In the next 90 days, Ndyomugyenyi said his administration would focus on aligning departmental work plans with the district development agenda, publishing staff lists and pending pension files, and conducting field visits to assess service delivery and project implementation.

He called for patriotism, accountability and courage among leaders and civil servants, promising to support honest officers who resist corruption.

“I have not come here to fight civil servants, but to fight for civil servants so they can confidently work for the people of Kabale. But I will also fight corruption inside government because it makes all of us look bad,” he said.
