KABALE: Muslim leaders in Kabale District have criticized the government’s decision to prohibit civil servants in the education and health sectors from owning and operating private schools and health facilities.

The government’s directive, set to take effect on July 1, 2025, aims to eliminate conflicts of interest that have long affected service delivery in public institutions. Speaking during the Eid ul-Fitr prayers at Masjid Jaamia Kirigime Mosque in Kabale Municipality on Sunday, Hajji Issa Tindyebwa, the Chairman of the Kabale District Muslim Council, criticized the move, arguing that it infringes on civil servants’ right to own property like any other Ugandan citizens. He also condemned the government’s suspension of Primary Teachers’ Colleges, which he said has led to a crisis in the education sector.

However, Sheikh Kassim Kamugisha, Kabale District’s representative to the Uganda Muslim Supreme Council (UMSC) National Executive, welcomed the government’s decision. He argued that many civil servants who own private institutions are using them to subsidize government services while making personal profits.

Sheikh Kamugisha, who also serves as the Wakiso District Deputy Resident District Commissioner (RDC), urged voters to critically assess their Members of Parliament and elect those who prioritize consultations and informed debates before presenting issues in Parliament.

Meanwhile, Kabale Municipality Member of Parliament, Dr. Nicholas Thaddeus Kamara, criticized the directive, arguing that it originates from President Yoweri Museveni rather than Parliament. He accused the President of consolidating power by making unilateral decisions that affect key sectors.
