KASESE: Kasese District has been named the Parish Development Model (PDM) hub for the Rwenzori Sub-Region, outperforming other local governments in the area.
Eliab Begumya Ntarwete, the Deputy District Chief Administrative Officer, made this announcement on Tuesday during a PDM stakeholders’ meeting. The meeting aimed to prepare SACCO leaders and other implementers for the second round of disbursements.
Organized by the office of the CAO, the meeting also served to remind key players in the PDM program of their responsibilities. It was held at the District Multipurpose Hall.
According to Ntarwete, Kasese District disbursed 22 billion UGX to 197 PDM SACCOs in the first phase, with 80% of them making progress despite some challenges. With the government having already disbursed another 50 million UGX to each parish, the Deputy CAO urged PDM committees to follow proper procedures when distributing funds, avoid bribes, and refrain from misusing their offices.
Ntarwete also noted that despite Kasese District’s selection as a PDM hub, his office continues to receive complaints about corrupt leaders, including committee members and some parish chiefs, who are under investigation for administrative actions.

Girivazio Monday Bwambale, the Kasese District Secretary for Social Services, representing District Chairperson Eliphaz Muhindi Bukombi, mentioned that several sub-counties are under investigation for PDM fund mismanagement. These include Kisinga Town Council, Mpondwe Lhubiriha Town Council, L. Katwe Sub-County, Mahango Sub-County, and Kisinga Sub-County.
