KASESE: A section of lower local governments in Kasese District is yet to benefit from the Sub-County Policing Model, despite a directive by President Yoweri Kaguta Museveni.
In 2024, President Museveni instructed the leadership of the Uganda Police Force to establish police posts and stations at all sub-county headquarters, each staffed with at least 18 officers and equipped with four motorcycles.
The initiative aims to strengthen local security and improve emergency response.
The program was officially launched by the Inspector General of Police, Abbas Byakagaba, on January 29, 2025, with the goal of decentralizing policing services to better serve local communities.
However, implementation in Kasese District remains uneven. According to SP Nelson Tumushime, the Rwenzori East Regional Police Spokesperson, only 14 out of the 44 lower local governments in the district have so far benefited from the initiative.
“The remaining areas have not been covered, mainly due to challenges related to officer accommodation”. He said.
Tumushime urged local governments to expedite the establishment of suitable infrastructure to house deployed police officers and ensure effective community policing.
Meanwhile, Ihandiro Sub-county Chairperson Abel Bwambale Liminya recently raised concerns over a surge in Gender-Based Violence in his jurisdiction.
He attributed the rise in such cases to the absence of a police post and limited community policing efforts.
