Kisoro District Chairman Bizimana Prays for Strength to Uphold Constitution During Uganda Martyrs’ Day Observance

KISORO: The Kisoro District LC5 Chairman, Abel Bizimana on Monday used the Uganda Martyrs’ Day prayer to ask for God’s strength in upholding the constitution as he swore to do.

Bizimana stated on his X (formerly Twitter) handle, “Twice consecutively, the speaker of Kisoro District Council blocked me from presenting the proposals of the District Executive Committee to the district council.”

His statement follows a recent incident where District Speaker Amos Hakizimana prohibited him from making submissions during a council sitting due to his failure to inform the speaker in advance about his intended submissions.

On March 25, 2024, the district speaker had written to Bizimana, instructing him to submit his contributions at least three days before the council meeting.

Hakizimana reiterated that, despite Bizimana’s status as chairperson, he must adhere to the council’s rules of procedure.

Bizimana accused the speaker of pursuing political motives, alleging that Hakizimana, acting as the political agent of his opponent, Kanya Roland Nkrumah, had been harassing him. Bizimana announced plans to write to the Attorney General and the Minister of Local Government regarding the incident.

“My council speaker takes advantage of critical moments to assert his ego. Last year’s budget was passed late in the afternoon after security intervention. This time, I had to take leave to enable the budget to pass. No moral judgment could overrule his ulterior motives,” Bizimana stated.
