The Kisoro District Wealth Creation Chairperson, Colonel Deo Kaita, has expressed deep frustration over the continued negligence of veterinary and agricultural officers, accusing them of failing to supervise government livestock and agricultural projects.

Speaking during a Parish Development Model (PDM) engagement and sensitization meeting held at the Southern Division headquarters on Friday, Col. Kaita revealed that more than 2,000 cows distributed to beneficiaries across Kisoro District are being sold off instead of being utilized for community development as intended.

Col. Kaita lamented that many officers tasked with monitoring and supervising government agricultural initiatives have failed in their duty, thereby undermining the core objective of empowering communities and eradicating poverty through agriculture.

The meeting was attended by Assistant Resident District Commissioner (RDC) Hagumimana Vallence, sub-county veterinary officers, and other key stakeholders. Later, the delegation visited the Kisoro Central Division Cooperative Society and held its first official meeting in the Mayor’s Garden. The meeting included elections, during which Daudline was re-elected as Chairperson of the Cooperative Society for another term.

Addressing attendees, Col. Kaita emphasized the importance of citizen participation in government initiatives such as the Parish Development Model (PDM), Uganda Women Entrepreneurship Programme (UWEP), and Emyooga. He acknowledged persistent challenges including loan defaulting, poor road infrastructure, limited network coverage, and insufficient funding, challenges he attributed partly to the region’s rapidly growing population.

“Despite these hurdles, government remains committed to addressing them. Citizens must take full advantage of these programs to uplift themselves and their communities,” Kaita urged.
