RUBANDA: The Parish Chief of Kiyebe Parish in Ruhija Sub-county, Aliphosina Tumwakiire, has been arrested on the orders of Rubanda Resident District Commissioner (RDC), Eric Ssewandigi, over allegations of extortion in the Parish Development Model (PDM) program.
RDC Ssewandigi also directed police to summon Rubanda District Commercial Officer Moses Mukyiza and Ruhija Sub-county Chief Elias Tumukuratire in connection with the same issue.
Tumwakiire’s arrest follows accusations that she and other officials included non-resident beneficiaries in the PDM program, violating the program’s guidelines. Mukyiza allegedly added a friend, Tumukuratire included his wife, and Tumwakiire added three individuals from Kabale. Each beneficiary reportedly received UGX 5 million.
Upon questioning, Tumwakiire admitted to enlisting the three individuals, who later confessed to paying UGX 200,000 each to the PDM committee after receiving UGX 1 million. RDC Ssewandigi accused Tumwakiire of persuading the PDM committee to accept these non-resident beneficiaries, who then paid bribes in exchange for the funds.
The five individuals who allegedly benefitted improperly from the PDM program are Akampurira Night, Akamumpa Mirachal, Kyomugisha Christine, Neema Evelyne, and Tumuhimbise Pricilar.
