KABALE – The Ministry of Gender, Labour, and Social Development has initiated a nationwide consultation on the proposed Consolidated National Child Information Management System.
According to Assistant Commissioner Franco Torea, responsible for Children Affairs in the ministry, emphasized that the goal of this robust system is to enhance the data collection process concerning the welfare and wellbeing of children.
During a two-day stakeholder consultative meeting held at Kabale Municipal Council Hall, Torea highlighted that the strengthening of the system aims to establish a comprehensive and well-aligned information system, aligning with the five pillars outlined in the National Children Policy of 2020. The government recognized the lack of coordination among various children information collection systems, leading to the decision to consolidate and streamline these processes.
Torea further explained that amalgamating the previous child data collection tools would enable the ministry to gather precise and accurate data. This, in turn, will facilitate informed decision-making, efficient resource allocation, and effective policy formulation.

The Kabale District Senior Probation Officer, Monica Muhumuza, emphasized the necessity for reviewing former orphans and other vulnerable children management information systems following the enactment of the 2020 National Child Policy. She stressed the importance of ensuring inclusiveness in the new Consolidated National Child Information Management System.
Muhumuza noted that the new system incorporates all child reporting parameters and indicators in child service provision, including the Health Management Information System, Education Management Information System, and involvement from various entities such as the Uganda Police Services, Uganda Prison Services, and the Directorate of Public Prosecutions.
According to Muhumuza, the previous 755 management information systems used by child care providers were singularly focused on specific aspects of child rights service provision, such as child protection, child care, child survival, economic strengthening services, health systems, legal support systems, and education systems.
