Outgoing Kabale Deputy RDC Bakak Lauded for Anti-Corruption Efforts

KABALE: Authorities in Kabale District have praised the outgoing Deputy Resident District Commissioner (RDC), Andrew Ronald Bakak, for leading the fight against corruption during his tenure.

Bakak, who was appointed Deputy RDC of Kabale in August 2022, officially handed over office on Wednesday following his transfer to Soroti District, where he will continue to serve in the same capacity. He is succeeded by Christopher Aine, the former Deputy RCC of Mbarara City.

During the handover ceremony held at Kabale District Headquarters, Ronald Bagamuhunda, the Executive Secretary for Marketing and Production, commended Bakak for his fearless efforts in combating corruption, particularly within the Parish Development Model (PDM) program. Bakak’s leadership led to the arrest of several corrupt officials and the recovery of hundreds of millions of shillings.

Records show that during Bakak’s two-year term as Deputy RDC in Kabale, approximately 301 million shillings were recovered from corrupt officials in the Parish Development Model alone. Bagamuhunda, who also serves as the Kabale District LC5 Youth Councilor, thanked Bakak for successfully overseeing operations against substandard work by contractors on government projects, such as roads, hospitals, schools, and water projects.

“He has been highly regarded among us for his relentless fight against corruption and poor-quality work. As the political leadership of Kabale, we are grateful for his efforts to ensure that our people receive the services they deserve,” Bagamuhunda said.

The Kabale District LC5 Chairman, Nelson Nshangabasheija, described Bakak as a diligent Presidential representative who actively engaged with the community, listened to their concerns, and monitored government project implementation.

“I tried my best to request the appointing authority to cancel his transfer because we still needed him. However, I later discovered that he had requested the transfer himself to be closer to his home in Iganga,” Nshangabasheija explained.

In his remarks, Kabale RDC Godfrey Nyakahuma credited his outgoing deputy for helping to stabilize the district, which was still recovering from intense political disputes following the 2021 general elections.

“When we arrived, there were many political tensions. Together with my colleague Bakak, we worked closely with other stakeholders, particularly in the security and political leadership, to calm the situation,” Nyakahuma said.

In his farewell speech, Bakak expressed gratitude to President Yoweri Museveni for appointing him as Deputy RDC in Kabale for two years and pledged to maintain his work ethic in Soroti District. He handed over the office key, office stamp, case files, and an inventory document of all office items.

The incoming Deputy RDC, Christopher Aine, said he was well aware of Bakak’s legacy and planned to build on his predecessor’s achievements.

“I won’t make many promises to the people of Kabale, but I pledge to follow his footsteps, execute all my duties as mandated by law, and follow guidance from my superiors and the appointing authority,” Aine stated.
